County Clerk’s Office Issues Notice to Voters Ahead of November 2024 Election

The Garrard County Clerk’s Office has issued a notice to voters in preparation for the upcoming November 5, 2024, election. The notice specifically highlights the appearance of two Constitutional Amendments on the ballot, urging voters to familiarize themselves with these amendments before election day.

As a voter in Kentucky, it's important to be aware of your rights while casting your ballot. 

The Clerk’s Office reminds voters that they are entitled to occupy the voting booth for up to four minutes, particularly if there are others waiting in line. This time limit is designed to ensure a smooth and efficient voting process, allowing everyone the opportunity to vote without undue delay.

To make the most of your time in the voting booth, the Clerk’s Office strongly encourages voters to educate themselves about the amendments beforehand. 

This preparation will help reduce the time spent reading and re-reading the ballot while voting, ensuring a quicker process for all involved.

The first amendment, designated as Constitutional Amendment 1, seeks to amend Sections 145 and 155 of the Kentucky Constitution. This proposal aims to prohibit non-citizens of the United States from voting in the state. This is already not allowed in the state, but cities in other parts of the country have allowed it in certain local elections. 

However, the amendment also outlines specific exclusions to voting, stating that individuals convicted of treason, felony, or bribery, as well as those confined under the judgment of a court for a penal offense, will not be allowed to vote. 

Additionally, it excludes those categorized as "idiots and insane persons" from voter eligibility.

Constitutional Amendment 2 focuses on educational funding, proposing to expand the financial support provided by the state to students outside of the public school system. This would allow state dollars to go to private or charter schools. Something not currently allowed under the state Constitution.

Something to keep in mind on Election Day, people who choose to vote straight ticket must also vote on each constitutional amendment.
